The Ministry of Higher Education has started the second phase of registering the wishes of students who wish to transfer from Sudanese, Russian and Ukrainian universities to private and private universities and branches of foreign universities in Egypt.

Conversion requires several conditions:

1- In cases of necessity, a student may be transferred from universities outside Egypt to a corresponding college in Egyptian universities, in the event that he does not fulfill the requirement to obtain the minimum general secondary certificate or its equivalent.

2- The student must have obtained an Egyptian general secondary certificate or its equivalent before joining the university he is enrolled in abroad, and the certificate granted to him by the university he is enrolled in abroad is equivalent to that granted by Egyptian universities. and that is with accreditation by the Supreme Council of Universities for this university, and a clearing-house to find out what the student lacks in terms of subjects and what has been studied, in an effort to enter the educational path, in a way that supports students’ access to their rights, and guarantees the student’s good academic level.

3- A student who comes from an unaccredited university will be tested to measure the level, and based on the result, he will be directed to the academic year that corresponds to this evaluation.

4- Ignoring the requirement that the student spend 50% of the academic years in Egypt, and suffice to spend one academic year.

5- Accepting the transfer of Egyptian students enrolled to study in Russian, Ukrainian and Sudanese universities before the outbreak of the current events in all disciplines in Egyptian private and private universities according to the corresponding specialization in which the student studied abroad, provided that the period of study in the university he is transferred to in Egypt is not less than a full academic year.

6- In order to accept the transfer of students to practical majors in private and private universities, they must pass the courses qualifying for these specializations in the general secondary certificate or the equivalent certificate, and the student must submit the general secondary certificate or the equivalent certificate that proves that.

7- Announcing vacant places in private and private universities according to the capacity of each university in order for students to transfer to it.

8- The student applies to the university to which he wishes to transfer directly, provided that the student submits proof that he is enrolled in a Russian, Ukrainian or Sudanese university until the current academic year (2022/2023) and a certificate of the courses he studied and their scientific content to make a scientific clearing for the student to determine the academic level In the event that it is not possible to submit course certificates before the start of the academic year (2023/2024), the transfer decision becomes non-existent.

9- In the case of transferring from a college and the student has successfully passed at least a semester or a full academic year according to the credit hours system successfully, the college to which the student is transferred will consider the courses that the student passed during his studies at the university abroad in order to consider the equivalence of those courses and the completion of work Clearing, provided that the clearing work ends before the beginning of the academic year 2023/2024

10- Students enrolled in universities in Russia, Ukraine and Sudan that are not recognized by the Supreme Council of Universities apply to them the same previous conditions, with an examination for each major to determine the level of the student. A placement test according to the request submitted by each student, which determines the study band in which the student is enrolled abroad, with an undertaking to bring identification papers within 3 months.

11- Examinations are held in the following government colleges:

• Examinations for medical students are held at the Faculty of Medicine, Cairo University.

• Examinations for students of the Faculties of Oral and Dental Medicine are held at the Faculty of Oral and Dental Medicine, Ain Shams University.

• Examinations for students of faculties of pharmacy take place at the Faculty of Pharmacy, Cairo University.

• Examinations for engineering students are held at the Faculty of Engineering, Ain Shams University.

• The rest of the majors, the examination is conducted within the concerned faculties of private universities.

12- For students who did not successfully pass at least a semester or a full academic year according to the credit hours system successfully until the current academic year 2022/2023 and provided proof of their enrollment in universities in Russia, Ukraine and Sudan, they are allowed to apply to the first year in the corresponding colleges if the universities they are enrolled in are in Abroad accredited by the Supreme Council of Universities, but if it is not accredited by the Supreme Council of Universities, the student must transfer to study in Egyptian public, private and private universities.

13- A student may not transfer from the private or private university in which his transfer was accepted to another university. Students wishing to transfer must provide proof of actual residence while studying in the countries of Russia, Ukraine and Sudan until the academic year 2022/2023 by all means of proof.

14- This decision applies only to Egyptian students studying in Russian, Ukrainian and Sudanese universities until the academic year 2022/2023, provided that the period for accepting transfer papers extends from the date of issuance of the decision until the beginning of the academic year 2023/2024.

15- Compliance with the provisions of the President of the Supreme Council of the Armed Forces Resolution No. 30 of 2011 with regard to the following:

- The student wishing to transfer should have a high school diploma or its equivalent. 

- The certificates granted by the university in which the student is enrolled abroad must be equivalent to those granted by Egyptian universities.

16- The student and his guardian submit an acknowledgment of the validity of the data provided about his academic status, and he is committed to submitting documents indicating that, approved by his university and by the Cultural Office, before the start of the academic year 2023/2024 (within 3 months).

17- A student can apply to branches of foreign universities established in accordance with the provisions of Law No. 162 of 2018 and universities that were established by international agreements in the Arab Republic of Egypt in accordance with the admission rules for those universities.
